もはや北朝鮮は瀕死状態の国家である。むろん戦争を起こす力はないが、包丁をもって暴れるぐらいの力は残っている。今はその北朝鮮を包囲して、銃口を向けながらも、息を引き取るのを待っているのである。
この点では、中国と韓国とアメリカは同じである。
もう米韓軍が空母機動部隊を黄海に入れて、北朝鮮の沖合で対潜水艦訓練を行う必要もなくなったし、韓国が非武装地帯に設置したスピーカーを使って北への「非難（宣伝）放送」を行う必要もなくなった。
国連安保理で、議長声明を、全会一致で得たことが、韓国の外交戦の勝利なのである。何とか北と戦争をして、できるだけ痛い目に遭わせるだけが安全保障の目的ではない。
